Dear Mr McQuade

Following our telephone conversation I am writing to confirm that Dr Owen departs London for Australia on Tuesday, 24 August. He will continue from Melbourne on Tuesday 31 August on a Flight QF 27 arriving in Hong Kong at 8 35 pm. As the Governor already knows he is due to stay for approximately 36 hours, departing Hong Kong on Thursday, 2 September on Flight SQ 7 to Singapore at 3 10 pm where he will connect with a Quantas flight back to London. As Dr Owen is staying with the Governor I would be very grateful if transport arrangements could be made to take him to and from the airport. You confirmed there would be no difficulty about this.

The only firm commitment which Dr Owen has at the moment is to address a lunchtime meeting on Wednesday, 1 September being organised by the Hong Kong Economic Journal. The guests will comprise of chief government officials and leading figures in the industrial, commercial and financial circles. Dr Owen has been asked to speak on the on-going relationship between Hong Kong, China and the United Kingdom and possible solutions to the 1997 leasing issue.

If you think it would be useful for Dr Owen to have some briefing from the Foreign Office on this matter I would be grateful if you could forward any material to him before his departure on 24 August. He will in fact need to finalise his speech before he leaves for Australia.

As I indicated in earlier correspondence, Dr Owen would be very willing to undertake any engagements or media commitments the Governor would like to recommend. If you need to liaise on any details, my telephone number is 219 4203.
