Without giving away HMG's position to him, Ministers will
want to warn Dr Owen to be extremely careful about what he says and
that in answer to any questions after his speech, we will have to
make clear it was a purely private engagement. We could offer
a few pointers to Dr Owen but these are likely to be anodyne. There
is no difficulty about providing purely factual material on Hong Kong.
9.
The Governor himself will have the opportunity to talk to
Dr Owen before his speech but it will be at a very late stage
when Dr Owen will already have prepared it.
10. No 10 have asked for a short note on what the FCO Minister
says to Dr Owen if he sees him.
