Since the United Kingdom Government will be signing this Agree- ment on behalf of Hong Kong this fact should be made clear in the text. I suggest that:

1. The title be amended by inserting after "Ireland" the words "on behalf of the Government of Hong Kong"

In the Preamble it should be made clear that the Agreement is entered into with the agreement of the Hong Kong Government and also that the UK is responsible for Hong Kong's external affairs, I think therefore that it would be better to break up the Preamble into more than one recital. After "Ireland" insert the words "after consultation and agreement with the Government of Hong Kong" and end this recital at"Government");"commence a new recital with "Noting that' the Government of the United King- dom are responsible for the external affairs of Hong Kong; "start another recital with " hereby enter...

3. There should be two originals, one for the UK Government and one for the IAEA. In our copy the UK takes precedence.

4. A Testimonium needs to be added such as "Done in duplicate at.

5. I note, as Mr Watts did, that the Agreement has already been signed by the IAEA. It xxxdxbexsigned is ususal for the signatures of both parties to be done at the same time. Since it requires amendment it will need to be re-signed.

Consultation with Hong Kong should be undertaken before the Agreement is signed.
