1. The Secretary of State will be holding a meeting and lunch as part of the usual pattern of such meetings with Commonwealth representatives. He has it in mind to speak on two or three topics of current interest. At present possible topics would seem to include the Falkland Islands, Namibia, Iran/Iraq, Israel/Lebanon and, possibly in the light of the Prime Minister's visit, Hong Kong; specifically Commonwealth subjects on which Mr Pym might speak or be briefed to answer questions are the Commonwealth Games and sporting links with South Africa, Common- wealth assistance to Ghana, Belize and Uganda.

2.

I should welcome comments and any other suggestions by Wednesday 25 August. On the basis of replies we shall put up a preliminary submission and thereafter request notes on subjects to be raised and defensive briefs.
