LETTER FROM SIR BERNARD BRAINE, DL, MP : PROPOSED COMMONWEALTH SEMINAR
1.
Sir Bernard Braine, DL, MP, (Conservative, Essex South-East) who is Chairman of the Commonwealth Sub-Committee of the Conservative Foreign Affairs Committee, has written to
Mr Luce endorsing a suggestion for a seminar on the Commonwealth
which, I understand, would be held under the auspices of Conservative Central Office.
2.
Although this will not be a governmental occasion, Sir B Braine is naturally hoping that Mr Luce will contribute. A March timing (preferably the second half of the month) should fit quite neatly as Ministers will no doubt by then have completed their consideration of the paper on the Commonwealth currently being prepared by Planning
Staff.
I meanwhile submit a draft interim

the light of comments received.
