to plenary meetings; and items 5, 6 and 7 to the Main Committee.
Organization of the work of the Assembly
Your attention is drawn to the following recommendations
made by the Advisory Committee at its second and third sessions
which are based on past practice of the United Nations special
conferences and on the "Guidelines on the preparation, organiz-
ation and servicing arrangements of special conferences of
the United Nations and their preparatory meetings" which are
annexed to General Assembly resolution 35/10 of 3 November 1980.
(a) Meetings shall normally be scheduled from 10.00 a.m.
to 1.00 p.m. and from 3.00 to 6.00 p.m. and they shall
start punctually;
(b) The general debate shall be held in plenary meetings
starting on 26 July 1982 in the afternoon and shall be con-
cluded by Tuesday, 3 August 1982; there shall be no
general debate in the Main Committee;
(c) The list of speakers in the general debate shall
be closed at noon on Wednesday, 28 July 1982, at Vienna;
(a) The time-limit for statements in the general debate
should be 15 minutes for the representative of each State,
and 10 minutes for other participants;
(e) Statements in the exercise of the right of reply shall
be made at the end of the day whenever two meetings have
been scheduled for that day and whenever such meetings are
devoted to the consideration of the same item; the number
of interventions in the exercise of the right of reply for
any delegation at a given meeting should be limited to two
per item;
the first intervention should be limited to five
minutes and the second intervention should be limited to
three minutes.
