SUBJECT:

In your letter of 26 November you said that the Prime

Minister had asked for a detailed account of the

circumstances which led to our ceasing to report to the

United Nations on Hong Kong, ar

and you indicated that the

Prime Minister was inclined to think that the decision

may have been mistaken.

In accordance with Article 73(e) of the UN Charter,

requesting all UN members to ennumerate the particular

non-self-governing territories under their jurisdiction

the UK began transmitting information on Hong Kong to

the Secretary General annually from 1947.

In 1960 the General Assembly adopted the Declaration on

the Granting of Independence to Colonial Countries and

Peoples. Following its establishment in 1961 the

Special Committee on the Declaration of Independence to

Colonial Countries and Peoples (now the Committee of 24)
