Please refer to your minute of 1 December and the draft attachments.

2. I have problems with the last paragraph of the draft letter and in particular with sub-paragraphs (a) and (b). I attach a redraft for the whole of your last paragraph. I have comments, too, on the earlier paragraphs of your draft letter and have indicated them on the draft itself which I also attach.

3. I have not so far seen the legal advice given in 1972 and all my efforts to contact Miss Foulds in Research Department have failed. This means that the last paragraph of my redraft is subject to correction if it does not accurately reflect the legal advice given at the time. My guess is that it does,but we should check.
