Thank you for your letter of 9 March 1982 regarding the participation of Hong Kong in the World Assembly on Aging

We have brought your inquiry as to whether or not Hong Kong could attend the World Assembly on Aging as a full member delegation to the Office of Legal Counsel at UN headquarters. This office has advised in the negative as follows:

"Concerning participation by Hong Kong in forthcoming World Assembly on Aging, the United Kingdom Mission should be advised that the World Assembly on Aging is an all states conference as understood on the basis of well established United Nations practice. Under standard participation formula adopted recently by the Advisory Committee on Aging only States may be invited to the World Assembly as full participants. In these circumstances the Secretary-General is not authorized to issue a separate invitation to the Hong Kong Government as full participant. The United Kingdom Government may therefore wish to include the Hong Kong delegate or delegates as part of the United Kingdom delegation to the World Assembly".
