2. In response to our request the Secretariat consulted the Office of Legal Counsel at UN headquarters who have ruled that a separate invitation cannot be sent to the Hong Kong Government, but that it is open to the United Kingdom to include the Hong Kong delegate(s) in
our delegation. The reasons for their decision are set out in the enclosed letter from Peggy Kelley CSDHA.

3. Following our telephone conversation earlier today I have again
spoken to the Secretariat about WAA documents for Hong Kong. They have agreed to put Eric Ho on their distribution, so we do not need
to worry about sending them through the bag.
