1. The Cabinet Office have now commissioned briefs. I should be grateful if you could therefore set drafting in hand.

2. I attach at Annex A the UK and probable German objectives, and at Annex B the Cabinet Office list of briefs (there may still be amendments to come, but I shall inform you of these in good time). At Annexes C and D are the standard Cabinet Office instructions about format. I must repeat the usual plea for these to be followed to the letter. I should be grateful if the final version of briefs could be shown either to Mr Armour (W66 233 4506) or Mr Osborne (W67) before it is sent for final reproduction to avoid the waste of time and paper involved in a brief having to be retyped after it has been reproduced. can be finalised, the less acute will be the load on the typing

Clearly, the earlier a brief pools and the Document Reproduction Centre.

3. Please note the Cabinet Office instruction that briefs should if possible be no more than four sides long. seriously.

This should be taken WED will have to shorten over-long drafts. also note that some briefs are designated as 'background briefs';

You will these need be very short only and need not necessarily contain a points to make section.

4. Briefs should, as usual, be cleared as necessary with Under- Secretaries, and with other FCO and Whitehall Departments as shown. Those FCO departments which are not lead departments will no doubt wish to get in touch with their Whitehall opposite numbers to ensure that they are given an early opportunity to comment.

5. Briefs should reach Mr Armour (70 numbered copies in final form) by 1100 on Wednesday, 27 October. originally envisaged because the Cabinet Office has brought forward

This is earlier than its deadline. WED will forward the briefs to the Cabinet Office.

6. Resumés of briefs, for inclusion as Brief should reach Mr Armour, in draft form, by 1530 on Monday,
