! NIL when to The next Anglo-German Summit is scheduled to take place in Bonn on 28-29 October. The political scene in Bonn is still far from clear; but Cabinet Office deadlines require that we begin planning

now.

The first step is traditionally the 'objectives letter' from the PUS to the Secretary of the Cabinet, which normally issues four weeks before the date of the Summit (there may be some slippage on this occasion). We must therefore work on the assumption that (a) the Summit will go ahead and (b) our Ministers' interlocutors will be members of a CDU/FDP Cabinet led by Dr Kohl, with Herr Genscher as Foreign Minsiter.

No decisions have yet been taken on Ministerial participation. But we expect the team to contain at least the following

Foreign and Commonwealth Secretary Secretary of State for Defence Chancellor of the Exchequer

&

The Minister of Agriculture, Fisheries and Food, and the Secretaries of State for Trade and Industry may also be included.

4. The draft Annex A attached is based on proposals made to us by the Germans. We in WED believe, however, that the list is too ambitious Teven though it is only a check list rather than an agenda) and does not bring out clearly enough the subjects on which we think Ministers should concentrate. We should like to go back to the Germans with a list of likely main themes (transatlantic and East/West relations, Community, defence and some suggestions of subjects, to be deleted or on which we might prepare only a defensive background brief. I have put an asterisk at those items which might fall into this category; we are also of course open to ideas for additions, if this is felt to be necessary (we have already added EC/Japan). Nearer the time we shall be allocating certain subjects to individual Ministers.

5. The draft Annex B is drafted with the likely change of government in Bonn very much in mind. The draft Annex C is based on the suggestions of HM Ambassador Bonn. The draft Annex D makes certain assumptions about possible amendments to Annex A.

6. I should be grateful for any comments to be sent to Mr McCleary (W67 233 (3648) by close of play on Wednesday 29 September. As usual it is the responsibility of recipients to contact other Whitehall Departments as necessary. Nil returns are not required.
