ANGLO-GERMAN CONSULTATIONS ON JAP AN

1. In my minute of 27 September I supported your proposal that we try and set up Anglo-German consultations at senior official level On Japan, covering both political and trade issues. I recommended that we aim for a meeting not before the middle of November at the earliest.

You may wish, however, to be aware that the PUS will be in Bonn next week for discussions with his opposite number in the Auswaertiges Amt, Herr von Staden. Neither Japan nor other FED subjects feature on the agenda (copy attached), but I understand from Mr Clift (his minute of 27 September) that the German Embassy here has been exploring with HKGD - apparently on instructions connected with the PUS/von Staden talks the question of Hong Kong's status and that of other dependent territories. It might therefore be useful to include in the PUS's briefing a short line on the Prime Minister's tour of the Far East, covering the Hong Kong question.
3. My intention is that this would not replace but rather complement the suggestion transmitted to Bonn in Mr. McCleary's letter of
14 September (also attached for ease of reference) that we give the Germans an early debriefing on the Prime Minister's visit to Japan. I understand that FED are considering separately how best to take this forward.
