We nave now had the commissioning letter from the Cabinet Office. I should be grateful if you could therefore set in hand the drafting of briefs.
2. I attach at Annex A a check-list of subjects for discussion at the Summit and at Annex B the Cabinet Office list of briefs (there may still be one or two slight amendments, but I shall inform you of these in good time). At Annex C are the UK and probable German objectives and at Annex D the draft Steering Brief; these should be borne firmly in mind when briefs are drafted.
3. Finally at Annexes E and F are the standard Cabinet Office instructions about format. I am afraid that I must repeat the usual plea for these to be followed to the letter. I should be grateful if the final draft of briefs could be shown either to Mr McCleary (W65) or Mr Osborne (W67) before it is sent for final typing and reproduction to avoid the waste of time and paper involved in a brief having to be retyped after it has been reproduced. Clearly, the earlier a brief can be finalised, the less acute will be the load on the typing pools and the Document Reproduction Centre.
4. Please note the Cabinet Office instruction that briefs should if possible be no more than two sides long. This should be taken seriously. WED reserve the right to shorten over-long drafts. You will also note that some briefs are designated as 'background briefs'; these need be very short only and need not necessarily contain a points to make section.

Briefs should, as usual, be cleared as necessary with Under- Secretaries, and with other FCO and Whitehall Departments. Those FCO departments which are not lead departments will no doubt wish to get in touch with their Whitehall opposite numbers to ensure that they are given an early opportunity to comment.
