"The system has worked in a balanced way, and experience

to date of the Statute shows that there is no danger that these deputies, by the mere fact of being designated by the Governor, will lose their independence. In addition, we all recall the energetic rejection of the Chinese community and of China itself when, a year and a half ago, we tried to change this system. (emphasis added)

We have no record of any other public statements on China's disapproval of the proposed reforms. The Chinese appear to prefer not to express themselves publicly on question of this kind.
