2. We consider that an invitation should be sent also to the Hong Kong Government Commissioner in London, Sir Jack Cater KBE and his wife. As a representative of a Dependent Territory he is not a member of the Diplomatic Corps, but it is appropriate that he be invited in view of Hong Kong's generous contribution to the South Atlantic Fund, the involvement of Hong Kong Chinese seamen in the conflict and the Hong Kong Government's general support for HMG in the matter of sanctions against Argentina etc.
