SOUTH ATLANTIC FUND: HONG KONG

Problem

1. To acknowledge the contribution of £2,000,000 made by the

Hong Kong Government to the South Atlantic Fund.

Recommendation

2. I recommend that Lord Belstead telegraph the Governor

expressing HMG's appreciation of Hong Kong's action. I

attach a draft.

Background and Argument

3. In response to proposals made by Unofficials Members of

the Executive and Legislative Councils, the Hong Kong Govern-

ment has approved a contribution of £2,000,000 to the South

Atlantic Fund. Such a generous donation deserves to be

acknowledged and it seems appropriate for a Minister to do

so personally. I suggest that this should come from Lord Belstead,

who has responsibility for Hong Kong.
