Problem

1.

In his minute of 5 July to the Prime Minister, the

Secretary of State for Defence has asked which of the

Diplomatic Corps should be invited to the Service of

Thanksgiving.

Recommendation

2.

Ministers are invited to choose between:

a)

inviting the representatives of those countries

which came out publicly in support of us and

against Argentina, as listed at Annex 'A', and

risk causing offence to some of those not invited;

advising the Diplomatic Corps that the Service

will be held, and leaving it to those who so wish

to apply for places, thus avoiding an invidious

selection process on our part, but inevitably

including within the invitation Panama and similar

countries;

c) inviting no members of the Diplomatic Corps. and

failing to show public recognition of the support

which we have sought and received from a number

of countries:
