1. I am most grateful for the prompt and helpful comments on the draft submission which I circulated on 6 July. In the light of these I have considerably recast the draft, as well as modifying in some details the lists of countries in the Annexes.

2.

The revised draft also takes account of the fact that the Secretary of State for Defence has now sent a minute to the Prime Minister giving further details about the Service and specifically asking for the names of suggested diplomatic guests.

3.

The draft submission deliberately does not contain at present the numbers of the countries/suggested guests in each

Annex.

These will be inserted when the lists are finalised.

4. I should be most grateful if you could confirm by 6.00 p.m. today whether you are content with the revised draft.
