3. The Birmingham News article dated 2 June is based

very closely on a syndicated article by Mr Walter Easy,

carried by the Guardian on 26 April. Another similar

version appeared in the Glasgow Herald in May.

Mr Easy, a former Hong Kong policeman, is Secretary,

Founder and sole member of the Hong Kong Research

Project in London, which is subsidised by the World

Council of Churches. He is a well known critic of FCO

policy towards Hong Kong and is known to have provided

left wing Labour party MPs with material for critical

PQs on Hong Kong matters.
