district level and stimulate a greater degree of local consultation and participation in district affairs.

The statutory NTDBS are holding bi-monthly meetings and attending to district matters.

244,976 people voted at the urban area District Board elections on 23/9/82, representing a 35% plus turn-out of registered
voters. 76 candidates were elected, and 76 unofficials were
appointed, to the ten
urban area District Boards. By 1st October, statutory District Boards were fully established in all the 18 Districts throughout the Territory.
Territory-wide
(a) The pilot scheme in Tsuen
Wan, Tuen Mun, Sha Tin, Wong Tai Sin, Kwun Tong and Southern Districts for DB members to meet the public continues. Yuen Long and Sai Kung District Boards have also started
the scheme.
To continue to publicize and monitor the work of the urban District Boards and the performance of both official and unofficial members.

and extension of scheme
to other districts and review the scheme.
