4. Second Polytechnic

To establish a second polytechnic in Hong Kong.

Progress made and present position

(b) Further thought is being given to

the need to establish a Working Party to review the scope of financial assistance given by the Government to H.K. students in overseas institutions.

(a) On 5 October 82 ExCo approved that

the second polytechnic should be established on a 12.2 ha site at Tat Chee Avenue, Kowloon Tong West.

(b) The proposal from the Planning

Committee on the legislation required for the institution is under examination.

(c) The salary scales and conditions

of service for staff of the second polytechnic proposed by the Planning Committee were approved by Finance Committee on 13 October 82.

(d) The estimates for the institution

to cover the period up to December 1983 are receiving consideration by UPGC.

Next quarter target

To examine alternative arrangements to meet short-term manpower requirements if it is decided not to establish a Working Party.

To keep in view the rezoning and land grant processing.

To issue drafting instructions to Law Draftsman.

No further action as Planning Committee already informed of decision.
