Review of Tertiary
Education
Furpose
To arrange for an overall review of the Hong Kong education system to be conducted by an independent panel of visitors, assisted by special advisers.
To prepare plans for the further development of tertiary education.
Progress made and present position
The draft of the Panel's final report was received in September. Comments on the draft have already been sent to the Panel. The final report would be available in November.
UPGC advised on the preliminary considerations concerning the establishment of another major tertiary institution and the likely requirements of a site for that institution.
Next quarter target
To await the final report and seek ExCo's approval to publish the report.
To initiate search for a site for the new institution.

Hong Kong Students Overseas
To consider whether the scope of Government finance and other forms of assistance currently available to H.K. students in overseas tertiary institutions should be extended given increased tuition fees in U.K. and other overseas institutions and how this should be brought about.
(a) On 10 August 1982, ExCo approved
that, as a follow-up of the Overseas Students Trust Report, HKG should propose to HMG a joint-funding scheme requiring equal contributions by HKG & HMG to provide eligible H.K. students in U.K. with subsidies on a means-tested basis. Proposal has been made to HMG and receiving consideration.
To await HMG's response.
