proposals for scheduled inter- national services between Hong Kong, Macau and China.

(b) To reprovision

helipad at Harcourt Road.

As regards (a):

XCo, having been consulted on 6 July, advised that the roof of Hung Hom car park should be developed as a heliport to provide for international flights. As regards (b):

XCO also advised that the proposal to establish a temporary helipad on Man- chai Reclamation, and the proposal to build a pier structure incorporating a permanent helipad just west of the Wanchai passenger ferry terminal for joint non-civilian and civilian use should proceed.

To examine and resolve the various problems of implementation concerning both the heliport and temporary and permanent helipads.

To seek the removal of these restri- ctions.

H.K. holds the view that these import restrictions are Ultra Vires the GATT and have impaired H.K.'s GATT rights of access. A third round of consultat- ions was held in early May. The issue was also raised during the visit of Mr M. Jobert (French Minister for External Trade) to H.K. on 27-29 May, 82. While H.K. remains pre- pared to tolerate some of the restrictions for a

H.K. will insist on a phased programme of elimination of all restrictions at the fourth round and if no satisfactory solution is found, H.K. will request the GATT Council to appoint a panel of experts to give a ruling on the matter.
