Progress made and
present position
Amendment to the Education Regulations to effect the White Paper proposals were approved by ExCo. The third reading of the (Amendment) Bill was held on
28 July 1982 and the Bill was passed in the Legislative Council without amendments.
(b) In response to the kindergarten operators' concern about separate registration of baby classes for 3 year olds under the Child Care Centres Ordinance, the Government has agreed to examine whether suitable administrative means would be developed to ensure that baby classes are operated, in accordance with specific requirements, under the Education Ordinance.
The working group established to set up the training institute has met three times and is preparing proposals for the courses to be provided in this institute together with the necessary transitional arrangements to move from the existing courses to those provided in the new institute.
Next quarter target
(a) Gazette the
enforcement
dates of the (Amendment) Ordinance and Regulations.
(b)
To consult kindergarten operators with a view to resolving the administration of baby classes in kindergartens, which will have to comply with appropriate child
care standards.
Develop proposals further.
