Subject

Review of the staffing of secondary schools

Purpose

To increase the staffing ratio of secondary schools to meet the needs of remedial teaching, pupil guidance and counselling, and extra- curricular activities.

Progress made and present position

Schools inviting applications for the approved, additional teaching posts to enable the provision of remedial teaching in Chinese and English.

Next quarter target

To analyse the supply of teachers and

to consider plans for the expansion of the Colleges of

Education.

Assessment

To relieve pressure on students and to avoid undue dominance of

examinations in the school

curriculum.

Proposals to review the 1978 White Paper on senior secondary and tertiary education and thus abolish the JSEA have been refined and will be submitted to C.S. with a view to reference to ExCo.

Re view Special and Resource Classes in Primary and Secondary Schools

To simplify financial arrangements for aided schools.

To examine proposals to replace special and resource classes for children with learning difficulties by a range of remedial services. (i.e. core groups, peripa- tetic teaching, advisory service, resource teaching centres and adjustment units).

CONCRE

A revised, partial block-grant system has been drawn up by the Education Department. This would allow freedom in respect of admin- istration, janitor, library and capitation grants, while the Director of Education would retain control of educational policy in the school.

Proposals were noted by Rehabili- tation Development Co-ordination Committee and approval was given for implementation of a pilot scheme in 45 primary schools and opening. a resource teaching centre at the Hong Kong Special Education Services Centre for secondary slow-learning/ maladjusted children.

To sound out the views of the school councils and

to refine the proposed system.

To inform the Board of Education of the pilot scheme and to monitor the implementation of the pilot scheme.
