Purpose
To evaluate application and, if, supported, obtain approval of TAC and ExCo.

To reach agreement between Government and the Hong Kong & Kowloon, Wharf & Godown Co. Ltd. (KWG) on the development and operation of a transport system incorporating a light rail transit system for Tuen Mun and Yuen Long; and to present a submission to the ExCo accordingly.
Progress Made & Present Position
(c) - Extension of Tai Kok Tsui Pier:
HYF's short and long term development plans are being considered.
(d) KPP54:
PGLA has been asked to draw up the necessary documents for the commercial development of this terminal.
Company was asked to postpone its application. Legal advice sought on reinstatement of roads if Tramway service were to be withdrawm in 1986.
For submission to TAC on 6 August 1982.
(a)
Draft Bill and franchise under preparation.
(b) Following submission to ExCo on
20 July 1980, pursue further negotiations with KWG and report back to ExCo within 2 months.
Next Quarter Targets
Submit to TAC on receipt of Legal advice.
If supported by TAC, submit to ExCo.
Report progress of negotiations to ExCo by 20th September 1982.
