Purpose
To consider Hong Kong's needs and responses in the light of the new levels of 'full-cost' fees charged to Hong Kong students by tertiary institutions in the U.K.
To establish a second polytechnic in Hong Kong.
To increase the staffing ratio of secondary schools to meet the needs of remedial teaching, pupil guidance and counselling, and extra-curricular activities.
Progress made and present position
Following the general principles laid down by the Governor-in-Council, committees will be formed, with input from the Unofficial Members, to consider whether the scope of Government financial and other forms of assistance presently available to Hong Kong students in overseas tertiary institutions should be extended and how that should be brought about. HE has written separately to the Secretary of State for Education and Science on the possibility of an arrangement for Hong Kong students in the U.K. to be charged a lower level of tuition fee than at present.
The Governor-in-Council gave approval on 9.2.82 for the establishment of a second polytechnic. Sites in the urban area and the New Territories are being studied to select a suitable site for the second polytechnic. ExCo advice has now been sought on the administration and planning of the second polytechnic.
A circular has been issued to schools on 4 February 1982, announcing the gradual provision of extra staff for remedial teaching and counselling services in schools with effect from September 1982. Another circular issued on 24 February 1982, gives guidelines on remedial teaching in secondary schools.
Next quarter target
To establish the committees and to find ways to alleviate the financial hardship encountered by Hong Kong students studying overseas.
To reach a firmer view upon a suitable site and to prepare drafting instructions for the second polytechnic.
To consider the implementation of further stages of the proposals in the light of plans for the expansion of the Colleges of Education.
