*1. Overall Review of the Education System
Purpose
To arrange for an overall review of the Hong Kong education system to be conducted by an independent panel of visitors, assisted by special advisers.
Progress made and present position
(i) The Panel's draft report has been
received and distributed to relevant government officials, the Board of Education, UMELCO and UPGC.
Comments from government officials on the draft report were given to the Panel.
(ii) The Panel also visited Hong Kong
again in March 82 and held a series of discussions with government officials, the Board of Education, UMELCO, UPGC and a body of invited overseas educational experts and interested local public. In the light of these discussions, they will produce their final report for submission in November 82.
Next quarter target
To make arrangements for the Panel's meeting in London/Paris in mid- September and to receive their final report in November.
*2. Review of
Tertiary Education
To prepare plans for the further development of tertiary education.
The decisions taken by the Governor- in-Council on 9 February 1982 were conveyed to the UPGC together with the further points on which their additional comments were sought.
To make submission to ExCo and implement ExCo's decisions accordingly.
