Transport Links

with China

Purpose

To examine and advise on the patterns associated with an increase in transport

links with China, reporting ultimately to the Hong Kong

-

China Economic Development Committee.

Progress Made & Present Position

(a) Following a reorganisation of the various committees/working groups on cross border links, chairmanship of the Working Group on Traffic Links with China has passed to CNTA. S for T attends the full Committee.

(b) Land has been resumed at Man Kam

To for expanded processing facilities.

(c) A number of firms have applied

to run cross border coach services. C for T is compiling a shortlist.

(d) The Motor Transport Company of

Guangdong and Hong Kong commenced 'full' operation of their services (10 services daily) on 15.1.82. They have renewed their requests for a permanent coach terminus. (e) An agreement has been reached

between the Hong Kong Government and the Shenzhen municipality on various issues of joint interest.

(f) Several joint working parties

comprising representatives of the Hong Kong Government and the Shenzhen authorities have been set up to consider the issues in this agreement i.e. border crossing arrangements including Lo Wu Station and western footbridge, second bridge at Man Kam To, bridges at Lok Ma Chau and Sha Tau Kok, closed road permits for the cars of businessmen with interests in the SEZ.

Next Quarter Targets

(a) Serve on Working

Groups and advise S for T as appropriate.

(b) lionitor progress.

(c) Forward shortlist to

Political Adviser's Office for discussion with NCNA.

(d) Liaise with Company

over future developments and within Government develop a line for responding to demands from the Company.

(e) Continue to meet and

take forward action as jointly agreed.
