To carry out a joint review of the Small House Policy with the Heung Yee Kuk, Lands Department, and other interested departments.

A working party has been established with a core membership of & officials and 8 unofficials. Three meetings have been held on 9.2.82, 2.3.82 and 30.3.82. It has been agreed broadly that there should be greater flexibility on the type of accommodation provided under the policy (for example by permitting higher rise development) and that individual areas should be subject to detailed planning layouts. The Lands Department will form a multi- disciplinary team to concentrate on village improvement.

The Working Party will continue its deliberations to participate in the Lands Department multi-disciplinary team once establish and to ensure that the team produces detailed proposals for further conside ration; to involve NTDD and other

departments in the working party as necessary.

arrangements for major festivals and events

To coordinate govern- ment action during major festivals to ensure that adequate precautions and security arrange- ments are made.

Two inter-departmental meetings were chaired by Regional Secretary

(Hong Kong & Kowloon) in January 1982 to discuss arrangements for the 1982 Lunar New Year flower fairs and the fireworks display. Another inter-departmental meeting was held after the Lunar New Year to discuss the Central District incidents over the 1981 Christmas/New Year periods and to do a post-mortem on the flower fairs and fireworks display. Lessons learned to be borne in mind for future festivals.

Commissioners to consider whether the Central Christ- nas lightings can be 'diversified' to other Districts, e.g. Nathan Road in Tsimshatsui, East Tsimshatsui, or Kwun
