Lands Traffic Links with
China Working Group.
Regulation of the Shum Chun River Working Group.
Purpose
(a) To plan and
coordinate efforts to assist the Police to combat crime.
(b) To keep under
review the state of crime and law enforcement, and advise on priori- ties as seen by
the public.
(c) To identify causes
of crimes.
(d) To consider legis-
lative and
administrative
measures to combat crime.
To coordinate depart- mental action to maintain progress and momentum in the development of agreed cross border links with China and in the regulation of the Shun Chun River.

Progress Made & Present Position
SCNTA assumed chairmanship.
A review of the Fight Crime Committee was conducted in consultation with S for S and CP. Recommendations on changes of terms of reference, membership, relationship with District Fight Crime Committees were approved by HE.
These are two of four working groups under the main Hong Kong China Economic Committee.
Following an initial inter-depart- mental meeting in February, visits to Shenzhen have been made and talks held with Chinese officials. The first meeting of the Land Traffic Joint Experts Working Group (comprising HK and Chinese representatives) was held on 7th April, and was followed by site visits. The Working Group on the Shum Chun River met on April 2nd and site visits have been arranged.
