CITY & NEW TERRITORIES ADMINISTRATION BRANCH PROGRESS REPORT
(1st February 1982 to 30th April 1982)
Purpose
To improve the impact of administration at the district level and stimulating a greater deyree of local consultation and participation in district affairs.
Progress Made & Present Position
New Territories
(a) NT District Boards elections were held on 4th March 1982. Some 98,000 people (or 51% of the registered electorate) cast their votes.
(b) The 8 NTDES became statutory
boards w.e.f. 1st April 1982.
Hong Kong and Kowloon
(a) All ten urban DBS have been set
up, with the last being the Central a Western on 18.3.82.
(b) As at 30.4.82, over 740,000
persons (representing 37% of the eligible voters) have registered as urban area District Board voters.
(c) A review of administrative
arrangements, based on the NT experience, for the urban elections has been made.

Target for Next Quarter
To continue to publicize and monitor the work of NT District Boards.
(a) To sustain public,
interest in, and media support for District Adminis-- tration and to monitor the work of DBS.
(b) To encourage
suitable persons to run for the urban District Board elections.
(c) To carry out
improvements
