5. Review of the

Streets (Alteration) Ordinance

To lift the

statutory moratorium on

building develop- ment in the Mid- levels and to introduce new geotechnical

controls to allow the safe develop- ment of Mid-levels lots within exist- ing lease restric- tions.

On 20th October 1981 following consideration of memorandum XCC(81) 115 (Gloucester Poad flyover) the

Consultants were appointed in March 1982 for a study of the development potential of the inner city areas. A steering group was formed to oversee the study.

LegCo further extended the statutory moratorium until 31st July. EXCO memorandum with draft Bill and Regulations, enabling the new geotechnical controls to be applied under the Buildings Ordinance, has issued.

In view of the defects and defi- ciencies of the Streets (Alteration) Ordinance the Working Group con- cluded that the only sensible course of action was to draft afresh a comprehensive code relating to
