Because of a severe shortage of non-departmental
quarters, which has been caused mainly by the considerable
increase in overseas recruitment over the past year, an
administrative limit has been imposed whereby only 20
newly recruited overseas officers are allowed to arrive
in Hong Kong each month. The quota system has been in
operation since April 1982. The necessity for it, and its
effect on the implementation of Government's approved
programmes, are being kept under continuous review.

During the report period, 649 rank and file
officers were recruited to the Royal Hong Kong Police Force,
against the recruitment target of 500. On 30 April 1982,
there were 261 vacancies in the rank and file establishment
of 20,130.
Manpower Planning
17.
The Staff Planning Division continued to assist
departments in the search for practical medium-term
measures to alleviate staff shortages. The longer term
project for the introduction of a computer-assisted staff
planning system for Government has been making steady
progress; the first phase of the prototype project requires
establishing the job contents of the EO grade and the
E & M Office, and this has just commenced.
