Expansion of Sha Tin Race Course
Purpose
To amend the ordinance to bring the licensing re- quirements up to date.
To introduce legislation to phase out Mahjong Houses.
To review the experimental scheme and propose the next stage in Cross Betting at Happy Valley for races at Shatin, to allow up to 4,000 members of the public access to cross betting facilities.
To increase the capacity of the Shatin race course from 38,000 to 70,000.
Progress Made and Present Position
Meeting held between SHA, CP and AG. Agreed that moral control over activities should be exerted through the Crime Ordinance instead of this one, which should simplify many licensing requirements under the present Ordinance
Draft ExCo memorandum and Bill finalized.
ExCo approved proposal on 3 August.

Next Quarter Target
Working group to convene meetings to examine have this Ordinance could be
simplified.
