Review of Commonwealth Extradition Arrangements

Further in this matter please find enclosed

for your information copies of the Secretary-General's letter to Law Ministers and Attorneys-General together with the consultative document prepared by Dr. Shearer for a meeting to be held at Marlborough House hopefully later this year. Another letter is on its way suggesting 22-26 November 1982 as the most convenient dates for the meeting and it is hoped that both you and your colleagues at the Home Office involved in the preparation of the text you kindly sent me will be able to participate at that meeting. Indeed I would be most grateful if you could let me know who your counterpart at the Home Office

SO that I might send a set of the papers to him.

is

I wonder whether I might also ask you whether there is any likelihood of your being able to let us know what the current position is regarding those territories whose external relations the U.K. Government is still responsible, as I believe you were able to do for the 1977 survey.

These iclude Bermuda, British Antartic Territory, British Indian Ocean Territory, Cayman Islands, Central and Southern Line Islands, Falkland Islands and Dependencies, Gibraltar, Montserrat, St. Christopher and Nevis, Anguilla, Pitcairn Islands, St. Helena and Dependencies, Turks and Caicos Islands and British Virgin Islands. Of these,

we had written directly to the Attorneys-General of Gibraltar, Hong Kong, British Virgin Islands, Cayman Islands, Montserrat and Turks and Caicos Islands but only Hong Kong has been able to send us a reply.
