SUBJECT: MEETING TO REVIEW COMMONWEALTH EXTRADITION

ARRANGEMENTS

1. At their meeting in Barbados in 1980 Commonwealth

Law Ministers reviewed the working of the 1966

Commonwealth Scheme for the rendition of fugitive offenders

The Ministers concluded that the Scheme was working well

on the whole but a number of matters were identified as

calling for further reveiw. Proposals for amendments to

the Scheme were then prepared by Professor I A Shearer

of Australia, and I enclose a copy of his Consultative

Document.

2. As has been indicated in earlier correspondence

(except to the Falkland Islands and BAT), Commonwealth

Governments have agreed that the review of the Scheme

would best be undertaken at a separate meeting in London

on 22-26 November 1982 rather than at the next

Commonwealth Law Ministers' meeting in Sri Lanka in

February 1983. The London meeting is expected to be

attended by appropriate officials who do not normally

attend Law Ministers' meetings; a number of Attorneys

General from independent Commonwealth countries will also
