attached at Flag B.

Sir E Youde thought he recalled a personal letter from Sir M Maclehose to the Secretary of State, between August 1973 and April 1974 on the TSO murder case, in which he outlined the new procedures he had introduced and used in EXCO an the arrangement for commutation of death sentences. have looked carefully through all relevant files for 1973, 1974 and 1975. Although there is no trace of such a letter there are numerous examples (attached at Flag C) on the arrangements in EXCO, in particular Hong Kong telegram number 365 of 25 March 1974 Flag D.

I attach a draft letter to Sir E Youde.
