CAPITAL PUNISHMENT

When we spoke on 11 October you asked me to provide you with certain documents you lack on the question of capital punishment. I now enclose the following:

a. The Hansard report in the Commons on the debate

in May 1982 on capital punishment;

b. a copy of Murray MacLehose's letter of 21 March 1980

to me;

c. copies of relevant letters and telegrams from 1973

to 1974 files on the question of the introduction into EXCO of the arrangements for the commutation of death sentences. You mentioned the possibility of a personal letter from Sir Murray to the Secretary of State on this. There is however nothing on our files to confirm its existence. I hope, however, that these papers will help.
