HONG KONG LAWS ON HOMOSEXUALITY

Thank you for your letter of 27 October to Lord Carrington to which I have been asked to reply. Hong Kong is, not, in fact, a party to the European Convention on Human Rights, which was extended only to certain of the Dependent Territories, so the recent decision of the Council of Europe does not cover Hong Kong.
