Dear Lord Carrington,

I understand that certain British Dependent Territories are parties to the European Convention on Human Rights.

You will know

Two recent developments in Europe are relevant to them. that the European Court decided (Dudgeon v. UK Government) that the law which prohibits all male homosexual activity in Northern Ireland is an invasion of the privacy of invidual citizens.

You will also be aware that the Parlimentary Assembly of the Council of Europe has called for an end to all discrimination against homosexual men and women.

I should be grateful if you would let me know what steps your Department is taking to make the necessary changes in the laws and practices of the Dependent Territories.

I realise that in some cases this may be a matter which should theoretically be left to the local legislature; but those territories which are party to the Convention should surely be subject to pressure to conform.

You will appreciate that in many cases the legislation which survives is a legacy from colonial rule; and that the laws on which it is based were changed in England as long ago as 1967.
