1. Thank you for your minute of today's date. that Brunei is not a member of BOTAS; as I understand it Brunei is a member of the ensemble by virtue of the fact that, until 31 December 1983, the Sultanate remains an overseas territory for whose international relations the United Kingdom is responsible. The point I was making was that Brunei is not however, and never has been, a dependency of the United Kingdom in the same sense as Hong Kong and the other members of the ensemble. If a Brunei delegation are admitted to the APPU Executive Council meeting as observers, therefore, they will be representing Brunei alone and it would be incorrect to describe them, as suggested in FCO tel No 709 to Hong Kong, as repre- senting the ensemble as a whole.
