I attach a redraft of your letter to the APPU. You will see that I suggest you use the formula under which we signed the 1979 UPU Acts. Although Brueni is mentioned as attending the Executive Council we should not give the impression that it will do so on behalf of the ensemble. By mentioning only Brunei it is less likely that the PRC will have cause to raise its voice against observer status for the ensemble.

I suspect that, for the Congress, we will have to re-apply. for observer status for the ensemble, but if it has been granted for the Executive Council that must surely strengthen our hand in obtaining it once more. We shall have to bear in mind, however, to take soundings well in advance of the Congress, particularly on Hong Kong's behalf and enlist once again the help of the New Zealanders.
