Section 8(5) of the 1980 Act repealed the 1964 Act but subsection 6 states that such repeal "shall not affect the operation of the Act in 1964 in relation to any direction given under that Act before the passing of this Act". It is possible that the Department of Trade may have taken a different view of what constitutes a 'direction' given under the 1964 Act.
