We should:

(i)

CONFIDENTIAL

make clear our commitment to the Commonwealth

(ii)

build where we can on our traditional

links with Commonwealth countries

(iii)

concentrate in particular on countries.

where we may be vulnerable to pressure

(iv)

make more use of the Commonwealth

in pursuit of our foreign policy

(v)

encourage the trend towards regional

cooperation in the Commonwealth

These will help but we must not expect too much of them.

(paragraphs 22 and 23).

Provided that they do not jeopardise our wider

interests in adopting a more positive attitude, we

should also:

(i)

aim for shorter and less frequent Commonwealth

meetings

(ii)

aim for a return to the informality and privacy

of earlier meetings

(iii)

consider a reduction in the financial

cost of the Commonwealth to us

(iv)

get at least one British national at senior level into the Secretariat (paragraphs 24 and 25)
