BRITAIN'S INTEREST IN THE COMMONWEALTH

The Commonwealth is active, valued by most of its

members, and here to stay (paragraphs 1-5).

2. The Commonwealth's character has changed over the

last 20 years. Britain is no longer at its centre,

but we are still seen by some as having a special

position in, and obligation towards it.

3. The Commonwealth has disadvantages to Britain,

but is more of a help than a hindrance. If we neglect

it, our bilateral relations with some important countries

may suffer. (paragraphs 8-17).

4. To leave the Commonwealth would be unpopular abroad

and at home, and would damage our interests. (paragraphs

18-20).

5. We must accept that it is here to stay and work,

within our means, to maximize its benefits and

minimize its costs. We should be more positive and

sympathetic towards it. (paragraphs 20-21).
