GOVERNOR AND COMMANDER IN CHIEF: HONG KONG
1. The Governor of Hong Kong is normally a DS Officer (Grade SG SP1), seconded to the Government of Hong Kong for the duration of his appointment. The present Governor of Hong Kong is Sir Edward Youde who arrived in the territory on 20 May 1982. The duration of the appointment is expected to be five years.
2. Financial Responsibility
(a) Hong Kong Government
The Hong Kong Government is financially responsible for the Governor during his term of office in the territory. This includes the Governor's salary:
HK$ 780,000 pa and Entertainment Allowance: HK$ 246,000 pa. These .emoluments are free of both UK and Hong Kong tax.
(b) FCO
(i) As the Governor's appointment is not effective until he arrives in Hong Kong, the FCO is responsible for the payment of his normal DS emoluments until the day before his arrival in the territory. Pay Section should be informed of the appropriate dates in order to take the necessary action.
(ii) In addition, the FCO is responsible for the following !: expenditure in respect of the Governor's appointment, which should be charged to subhead D1 (14)(a).

Fares on transfer ie., First arrival and final departure UAF on transfer
Subsistence, incidental expenditure etc on briefings etc Medical expenses excluded from the Hong Kong medical scheme but available under the National Health Service.
3. Terms of Service
The Governor's letter of appointment is issued by POD after
clearance with the Hong Kong Government (Annex A). In addition, the Governor is given a copy of 'Notes for Governor and
Commander-in-Chief Designate: Hong Kong', which sets out all HMG's responsibility.
4. (i). Transfer Grant/Outfit Allowance
The Governor does not qualify for payment of either a Transfer Grant or an Outfit Allowance.
