GOVERNORS OF DEPENDENT TERRITORIES

Following the handover of responsibility for the Governors of Dependent Territories from HKGD to PSD and the recent audit of Subhead D1(14) (a) (Topping up of Governors Allowances), it was realised that neither PSD nor POD were fully aware of the correct Terms and Conditions of Service applicable to the Governors or indeed how the various amendments to the Governors emoluments - especially in the case of topping-up allowances were implemented. It also transpired that there was little understanding of the functions of Subhead D1 (14)(a) evident.

I was therefore instructed to commence research into the above-mentioned anomalies with a view to establishing some form of central information system and to amend and update the Governors Terms and Conditions of Service. In addition it was necessary to ensure that all Governors were in receipt of their correct emoluments and if need be calculate and pay the arrears plus ensure that all charges to D1(14)(a) in respect of Governors were proper to this subhead.
3. As you may appreciate this has not been an easy or straight- forward task in view of the individuality of the Governors' terms of service in their respective territories. However, I have created a file note/information sheet for the Governors in each territory with particular attention given to those territories in which a DS officer is interchangeable with a contract officer as Governor; in these cases, alternative guidance/instructions have been given.

Hopefully, the notes (copies of which are attached) should provide the relevant officers in BOSU with sufficient information to maintain continuity now that all aspects of the Governors' appointments are up to date, and that the Governors continue to receive their correct rate of emoluments etc., in the future.
I am copying these notes to the various sections in PSD and POD who may find them useful.
