BRIEFING EXPENSES FOR SIR E YOUDE, GOVERNOR-DESIGNATE, HONG KONG

1. As did his predecessor in 1971, Sir E Youde will undertake an extensive briefing programme before taking up his appointment in Hong Kong (in May). HKGD is responsible for making the necessary arrangements.

2. Although much of his programme will be in and around London Sir E Youde is also expected to include the following:

(a) A visit to Geneva to visit the UNHCR, and maybe one or two other organisations there. (Probably one night only)

(b) A visit to Brussels to visit the Commission and maybe one or two other organisations there. (Probably one night only)

(c) A visit to Bermuda to see how the colony is run and to pick the brains of the Governor, Sir R Posnett, a former Adviser to the Dependent Territories. (About 4 days)

(d) A few UK visits outside London, eg: Cheltenham, Oxford, Manchester, Newcastle. (Probably no more than 3 or 4 nights away)

3. For the Bermuda visit, Sir E Youde would travel Tourist class, since he expects to take Lady Youde with him at his expense. Likely dates are about 28 March to approximately 1 April.

4. I should be grateful for PSD authority to cover Sir E Youde's expenses in respect of a briefing programme on the above lines.
